MCERTS Personnel Certification
The MCERTS personnel competence scheme enables stack-emission monitoring personnel to be formally certified as 'competent' based on experience, training and examination.
Sira operates the scheme on behalf of the Environment Agency and is accredited by the United Kingdom Accreditation Service (UKAS) to BS EN ISO/IEC 17024:2003 'Conformity assessment - General requirements for bodies operating certification of persons'.
The scheme has been developed in collaboration with the Source Testing Association (STA) to set the standards for stack emission monitoring.
The scheme provides assurance to regulatory authorities that stack emission monitoring is fit for purpose and capable of providing results of the required accuracy and reliability. Users of the scheme enjoy the confidence that it is formally recognised by regulatory authorities within the UK.

Personnel

Approved Health & Safety Training
Approved training courses have been established to ensure that personnel undertaking stack-emission monitoring are aware of the inherent hazards and risks associated with the job.
Attendance on an approved training course is a mandatory requirement. The course shall be repeated every five years. It is strongly recommended that trainees attend such a course as soon as possible.
The scheme recognises organisations that offer approved training courses that cover hazard identification and risk assessment relating to stack-emission monitoring. Courses cover (as a minimum) the health and safety section of Environment Agency Technical Guidance Note M1.
